• Mandatory spay/neuter laws which will greatly reduce ~ and one day completely eliminate ~ the vast populations of unwanted/abandoned pets.
    
• Free spay/neuter services to low income residents so everyone can be a part of helping to eliminate unwanted/abandoned pets that end up in shelters, dumped in the desert, wandering the streets,...
   
• Free trap/neuter/return (TNR) programs sufficient to manage the vast population of feral cats.
   
• Enlisting veterinarians to volunteer and give back to their community by doing free spay/neuters at least one day every month, including one free follow-up exam for each spay/neuter. 
   
• Providing counseling to citizens seeking to relinquish their pet or adopt one so that intelligent and compassionate decisions are made.
   
• Requiring pet shops to offer rescue animals for adoption rather than selling puppies from puppy mills.
   
• Regulating the breeding of animals for profit, and providing and enforcing strict penalties for unregistered and non-qualified breeders.
   
• Requiring landlords and HOAs to allow pet ownership.  Landlords cannot discriminate against tenants with children (children do as much or more damage than pets), neither should they be allowed to discriminate against tenants who live with companion animals.
   
• Establishing policies and programs to actively place rescued companion animals in retirement and HUD housing.
